While that ordinance is pretty standard fare, you may not be aware that according to the code on “Dumping or Burying”(9.19.050), it is illegal to “dump, place or bury in any lot, land or street or alley within the city any solid waste,” without having a solid waste facilities permit or exemption from that permit issued by the local enforcement agency.
San Rafael is a No-Hoarder Zone
In a nod to the hoarder in all of us, there is an ordinance against “accumulation“. It states that no resident of the city, “shall allow any solid waste to accumulate or remain in or upon the building, lot or premises, in a manner that creates a public nuisance,” and that, “containers shall be filled in a manner that prevents the contents from overflowing and allows the cover to fit securely.” As overflowing refuse is justifiably deemed a public health violation, owners must arrange to upgrade their collection service to prevent this from occurring, should they have more refuse than the provided receptacles will contain.
