The off-coastal town of San Rafael offers the best of both worlds, combining the pulse of a lively, urban downtown and the laid-back, sleepy atmosphere of small town life. The city has often been sprinkled with stardust, first as the home of the iconic theater filmed in the movie American Graffiti, which was deemed so "culturally, historically, or aesthetically significant" by the United States Library of Congress, that they selected it for preservation in the National Film Registry (1995), but more prominently as the home of George Lucas' film companies, Lucasfilm and LucasArts, which created the blockbuster Star Wars franchise.
TWith this pedigree, it is no wonder that the city takes pride in maintaining its bucolic charm through proper disposal of waste and refuse. The city has clear ordinances governing the proper methods for dumping, burying, accumulation, storage, burning, transportation, and disposal of solid wastes and recyclables. And it is important to note that these ordinances are not uniform and can vary greatly from other cities and/or counties within the SF Bay Area.
The city's code (9.19.040), which prohibits anyone from keeping, depositing, burying, burning or disposing of any solid waste, in a manner not sanctioned by the city, is pretty standard fare, but you may not be aware that in San Rafael, according to the code on "Dumping or Burying"(9.19.050), it is illegal to "dump, place or bury in any lot, land or street or alley within the city any solid waste," without having a solid waste facilities permit or exemption from that permit issued by the local enforcement agency.
In a nod to the hoarder in all of us, there is an ordinance against "accumulation". It states that no resident of the city, "shall allow any solid waste to accumulate or remain in or upon the building, lot or premises, in a manner that creates a public nuisance," and that, "containers shall be filled in a manner that prevents the contents from overflowing and allows the cover to fit securely." As overflowing refuse is justifiably deemed a public health violation, owners must arrange to upgrade their collection service to prevent this from occurring, should they have more refuse than the provided receptacles will contain.
